The Framework supports a strengths based, solutions focused, Family and Domestic Violence informed and trauma-informed approach. It is used by the Department of Communities to support meaningful engagement with children, families, and their networks.
Originally adopted in 2008, the Framework continues to evolve through collaboration with practitioners, children, families and community stakeholders. Its goal is to build relationships, restore stability and connection and support better outcomes for children and young people.
Every family has signs of safety, even in the most difficult circumstances. It is the role of Child Safety Practitioners to use their skills to ask curious questions of families, to listen closely to children and their networks and to facilitate planning to strengthen safety, stability and connection for children who may be at risk of harm.
In 2024, the Department of Communities commenced a revision of the Framework, focused on enhancing cultural responsiveness, improving accessibility and inclusion, ensuring alignment with Family and Domestic Violence informed practice and strengthening trauma-informed practice. The revision is informed by practitioner feedback, stakeholder consultation, and community engagement.
The Framework informs practice guidance, staff training, and professional development support and contracting with partner agencies to provide services to support children and families.
