This Paper presents an overview of the work packages and stakeholder consultation process undertaken by the Foundation Regulatory Frameworks (FRF) work stream of the Energy Transformation Implementation Unit.

FRF delivered a comprehensive work program to improve access to Western Power’s network and implement improvements to the operation of the Wholesale Electricity Market (WEM). This included substantial amendments to the WEM Rules and to the Electricity Networks Access Code 2004 (Access Code).  

These modifications were needed to meet the challenges and capture the opportunities presented by increasing levels of renewable generation in the SWIS. Consultation with industry, Government and consumer stakeholders was critical to informing the Energy Transformation Taskforce decisions on elements of market and regulatory design. ETIU ensured that key stakeholder groups were effectively and appropriately engaged through formal consultative groups, working groups, project teams and one-on-one sessions, ensuring that the proposed changes were fit-for-purpose.  

The consequent decisions made by the Taskforce formed the basis for drafting the market rules and regulations to implement this element of the Strategy. This Paper is intended to be used as a guide to the various stages and forms of consultation that were undertaken, and the Taskforce decisions and publications that were produced.
