If you intend to clear native vegetation, you will need to apply for a permit from either the Department of Water and Environmental Regulation or the Department of Mines, Industry Regulation and Safety, or otherwise an exemption must apply. It is an offence to clear native vegetation without the authority of a permit or an exemption.
