Transitional provisions for deferral of the 2021 and 2022 Reserve Capacity Cycles

The Taskforce has released draft Transitional Provisions for information relating to revised implementation timeframes for the changes to the Reserve Capacity Mechanism.

The 2021 Reserve Capacity Cycle will allow for the registration and entry of storage resources (including hybrid facilities with a storage component) for the 2023 Capacity Year.

  1. The 2021 Reserve Capacity Cycle will allow for the registration and entry of storage resources (including hybrid facilities with a storage component) for the 2023 Capacity Year.
  2. The Network Access Quantities (NAQ) Framework will be deferred to the 2022 Reserve Capacity Cycle, applying to the 2024 Capacity Year.

The new dates and times for the relevant activities are not yet finalised.  Accordingly, transitional provisions to give effect to the revised implementation timeframes have been drafted and are provided here for information.  These provisions will be made and commenced together with the Tranche 2 and 3 Amending Rules in December 2020.  The provisions:

  • Require AEMO to determine and publish a timetable by 1 March 2021 that contains the modified times and dates for key activities for the 2021 and 2022 Reserve Capacity Cycles.
  • Provide for AEMO to subsequently revise the dates and times for one or more key events.
  • Require AEMO to explore an early commencement date for the 2021 Reserve Capacity Cycle to minimise key activities overlapping in the 2021 and 2022 Reserve Capacity Cycles and overlaps with implementation of the new security constrained market design for 1 October 2022. 
  • Impose a target date for the conclusion of the 2021 Reserve Capacity Cycle (30 June 2022) and the 2022 Reserve Capacity Cycle (31 December 2022) but provide for AEMO to amend these dates subject to a defined consultation process. 

Please note that as the Amending Rules for the Reserve Capacity Mechanism are finalised, some further clauses may need to be added or amended where new Year 1 activities are added or moved to a different clause.
