The development of Western Australia’s first Family and Domestic Violence Workforce Capability Framework is a key action of the Strengthening Responses to Family and Domestic Violence System Reform Plan 2024-2029. It has been developed through a collaborative effort guided by the expertise and commitment of stakeholders from across the community services sector, Aboriginal Community Controlled Organisations and Government agencies.

The Workforce Capability Framework is designed to be inclusive of all workers and organisations who may encounter victim-survivors or users of violence. The Framework outlines the knowledge, skills, and behaviours required across sectors – Government, community services, health, justice, education, and beyond – to deliver safe, effective, and appropriate responses.

Recognising the diversity of roles within the service system, the Framework provides structured yet flexible guidance to build capability across three key workforce categories: specialist, response, and broader supporting workforces. It establishes a shared understanding of capability requirements and expectations to drive consistency across the workforce by:

  • Defining the roles and responsibilities of the workers and organisations that make up the family and domestic violence service system.
  • Building a shared understanding and language for the required capabilities and standards of performance for different workers and organisations to deliver safe, effective and appropriate family and domestic violence responses.
  • Providing structure and practical guidance for workers and organisations to identify and understand their responsibilities and required capabilities.

The Workforce Capability Framework will work in partnership with the newly established Family and Domestic Violence Workforce Entity to enhance workforce capability in responding to family and domestic violence.
