About the Collie SDA
Collie has played a vital role in powering Western Australia and supporting the State’s economy and is now entering a new chapter in the transition beyond coal-fired power generation.
Collie is well-placed to build on its existing industrial advantages, including its industrial workforce, power infrastructure, transmission network, rail connections and history as WA's energy hub.
The WA Government’s Just Transition framework is supporting Collie’s workers, industries and community. The declaration of WA’s second State Development Area (SDA) will build on this commitment to supporting Collie’s future as a major industrial, advanced manufacturing and energy hub.
The SDA will encompass the Coolangatta Industrial Estate, Shotts Strategic Industrial Area and key infrastructure corridors required to support industrial development and future investment opportunities.
The Department of Energy and Economic Diversification (DEED) will continue to lead the activation and delivery of the Coolangatta Industrial Estate, while the Office of the Coordinator General will work with DEED and other agencies to provide whole-of-government coordination.

Status
Current status: Intent to declare
The intention to declare the Collie State Development Area was announced on 2 September 2026. Further investigation and stakeholder engagement will occur before the boundary and Declaration are finalised and gazetted. The boundary may be refined as investigations and stakeholder engagement progress.
What the Collie SDA means
The Collie SDA will support the region's ongoing economic transition by providing a framework for coordinated industrial development, infrastructure delivery and investment attraction. It will help create the conditions needed to attract new industries, support future investment and generate long-term employment opportunities in Collie.
Declaration of the SDA will provide a framework for coordinating infrastructure, investment and development activities across the area and help resolve issues that cross agency, infrastructure or project responsibilities. Importantly, the SDA does not change existing land tenure or ownership or impact existing uses. Instead, it signals the State Government’s future intent for the area.
A focus of the SDA will be to accelerate activation of the Coolangatta Industrial Estate and realise the potential of the Shotts Strategic Industrial Area as a long-term strategic industrial development that can respond to future infrastructure and market demand.

Consultation
The Office of the Coordinator General will consult with targeted stakeholders prior to declaration to inform final SDA boundaries and declaration considerations and understand opportunities and aspirations for the SDA. Following the declaration and gazettal of the SDA, ongoing stakeholder engagement will inform implementation and coordination activities while continuing to identify further industrial opportunities and infrastructure requirements.
Next steps
In the coming months, the WA Government intends to formally declare the Collie SDA, via gazettal and tabling in Parliament.
The Office of the Coordinator General will consult with stakeholders prior to gazettal and declaration, and identify opportunities, infrastructure requirements and implementation priorities.
The initial implementation focus will be the activation of the Coolangatta Industrial Estate, coordination of enabling infrastructure, support for prospective industrial projects and development into an investment-ready industrial precinct.
