Registration is now open for embedded network sellers to participate in the Voluntary Embedded Networks Code of Practice.

Participation is optional and non-binding.

The voluntary period is expected to run until around the end of September 2024, but may be extended.

If you choose to participate, your organisation will have the opportunity to provide feedback that will inform mandatory AES code obligations specific to embedded networks, should this service be prescribed under the AES framework.

Your organisation will also be invited to a series of workshops throughout the voluntary period.

Frequently Asked Questions

Is my organisation eligible to participate in the voluntary period?

If your organisation currently on-sells and on-supplies electricity to residential or non-residential customers in Western Australia, you might be eligible to participate in the voluntary period.

An Embedded Network Seller (an ENS) will usually be the person who has the contract or arrangement for the purchase of electricity from the grid at a master meter for supply to the embedded network. However, in some cases this may not be the most appropriate entity to register as the ENS for the embedded network. If this is the case, the person wishing to register as the alternative ENS may apply to the Coordinator of Energy for approval.

Importantly, only one ENS may register for an Embedded Network. If your organisation does not hold the electricity contract for the embedded network, you should get the approval of the person who does before registering.

Why should my organisation participate in the voluntary period?

The voluntary period is an opportunity for your organisation to test proposed regulatory obligations and prepare for the possible introduction of mandatory AES obligations on embedded networks supply arrangements.

You will have the opportunity to provide feedback on your experiences applying the Voluntary Embedded Networks Code of Practice during workshops and to influence the development of final mandatory AES Code obligations.

What happens if I sign up but can’t comply with some obligations?

Participation is non-binding and compliance with the Voluntary Embedded Networks Code of Practice will not be monitored. Your organisation will not be penalised for not complying with obligations the Voluntary Code.

The voluntary period is a ‘learn by doing’ exercise designed to refine the suitability of proposed obligations that may become mandatory for embedded network sellers at a later date.

What will my organisation have to do during the voluntary period?

Your organisation can choose to apply some or all provisions of the Voluntary Embedded Networks Code of Practice. Energy Policy WA will be in contact with you to request more information and participate in workshops to get feedback on the operation of the Voluntary Code and the suitability of code obligations.
