The development of a new electricity network - the Goldfields Regional Network (GRN) - is being investigated to support the decarbonisation of the Goldfields region and to meet growing industry electricity demand as part of Western Australia's energy transformation. The GRN would connect renewable energy resources, particularly the high-quality wind profiles north of Leinster, to industrial loads across the region. This will facilitate decarbonisation while enhancing energy reliability and resilience.
Engagement and Consultation
To maintain the momentum of the GRN project and ensure meaningful and ongoing consultation as the project progresses, PoweringWA is establishing a Commercial Working Group and a Regulatory and Markets Working Group.
These groups will be consultative in nature - acting as a platform for information sharing and advice. They will not be required to make project decisions.
In parallel to these Working Groups, PoweringWA will undertake structured engagement with Aboriginal stakeholders. The outcomes of this engagement will help shape the GRN project while also ensuring local Aboriginal groups have meaningful opportunities to participate in, and benefit from, the project.
Commercial Working Group
The Commercial Working Group will provide a platform for key stakeholders to discuss issues relating to the commercial viability of the GRN Project, facilitating:
- Discussions around the risks, issues and opportunities associated with potential commercial, funding and financing arrangements for the GRN.
- Development of a shared understanding of commercial arrangements used in similar projects and how these may translate to the GRN, and existing and complementary projects.
- Sharing of issues, concerns, opportunities and recommendations regarding the GRN, and providing feedback during project development.
Relevant Documents
Regulatory and Markets Working Group
The Regulatory and Markets Working Group will provide a formal platform for stakeholders to explore and discuss how a potential GRN could be regulated and managed. The group’s role will be to:
- Develop a shared understanding between stakeholders of the potential regulatory and market arrangements available for the GRN.
- Discuss the benefits and challenges of the different regulatory and markets models.
- Provide feedback on potential GRN cost-recovery approaches.
