The Council consists of the Chairperson and six Members.  The Council Chairperson serves a term of five years and each member serves a three year term.

Ms Anne Driscoll (Chairperson)

Ms Driscoll has significant and extensive experience in the Western Australian government, with over 20 years in senior executive leadership roles including Director General, Department of Training and Workforce Development (DTWD), Director General Department of Commerce, and Commissioner for Consumer Protection.    Ms Driscoll has an in depth knowledge of the VET sector at a State and national level and the practical implementation of national and State VET policy. Ms Driscoll also has a detailed understanding of VET regulatory and compliance arrangements, along with experience in the management of a large public sector agency.

Ms Driscoll has extensive knowledge and experience in the interpretation of legislation and application of regulatory practices, particularly due to her previous roles at the Department of Commerce and Consumer Protection; various boards and committees, and her role as the Director General, DTWD.

Ms ​Barbara-Anne Brown

TAC Council Members - Barbara-Anne Brown

Ms Brown has significant experience in the VET sector in Western Australia with over nine years’ experience in senior managerial roles including the Assistant Director, Training Design and Standards, WA Police Force. Ms Brown has practical expertise in the management of a training provider and a detailed understanding of current regulatory and quality assurance arrangements within VET. Ms Brown also has previous board experience including involvement in several voluntary board positions. Ms Brown is currently a Project Manager, Royal Flying Doctor Service WA.

Mrs Keryn Carter

TAC Council Members - Keryn Carter

Mrs Carter has significant experience in the VET sector in Western Australia with over 30 years’ experience including the past 15 years as the Principal of a private RTO in the hair and beauty industry. She also has over 15 years’ practical experience as a trainer and assessor in the sector. She is responsible for the management of the Volona Group of Companies which includes a retail arm. Mrs Carter has a detailed understanding of quality assurance arrangements in the VET sector including management of a private RTO and the RTO registration process. Mrs Carter is currently the Principal, WA Academy of Hair and Beauty and Chief Financial Officer and HR Manager for the Volona Group of Companies.

Mr Neil Fernandes

Council Members - Neil Fernandes

Mr Fernandes has over 25 years' experience in the VET sector and is a strong advocate for education and training in Western Australia. Mr Fernandes was the Managing Director of Central Institute of Technology from 2005 until April 2016, a public training provider. He has held a number of senior executive roles, including the Deputy Director General (Training) in the former Department of Education and Training. In his role as the Managing Director he had responsibility for the leadership and management of the largest public provider in Western Australia, which included an extensive program of training delivery in areas such as engineering, science, technology and art and design. Mr Fernandes has a detailed knowledge and understanding of quality assurance arrangements in the VET sector, along with practical experience in policy, strategy, and the management of a large training provider.

Ms Louise Hillman

TAC Council Members - Louise Hillman

Ms Hillman has significant experience in the VET sector in Western Australia including over 30 years in the public, private and community sectors. Ms Hillman's experience covers a broad range of roles including training administration, course development, compliance and training delivery in both the TAFE and private sectors. Ms Hillman has an understanding of regulatory arrangements in the VET sector and also has practical management experience within an RTO. Ms Hillman is located in a regional area within Western Australia and is currently the Project Officer, National Disability Services.

Ms Jill Jamieson

TAC Council Members - Jill Jameson

Ms Jamieson has significant experience in the VET sector in Western Australia including over 15 years in senior executive and management roles including Managing Director, Polytechnic West (eastern metropolitan TAFE campuses). In her role as the Managing Director she had responsibility for the leadership, management and operation of a large public training provider. Other VET executive roles held include General Manager, Challenger Institute of Technology, and Director, Teaching and Learning, Swan TAFE. Ms Jamieson’s experience includes a detailed understanding of quality assurance arrangements in the VET sector, the practical implementation of national and state government VET policy settings and responding to the workforce development needs across a wide range of industry sectors. Ms Jamieson also has extensive governance experience in both executive and non-executive roles, and is currently a non-executive director of two not for profit organisations.

​Mr Bill Swetman

TAC Council Members - Bill Swetman

Mr Swetman has significant experience in the VET sector with over 26 years’ experience in senior executive and management roles including the Managing Director, Central Regional TAFE until July 2021. In his role as the Managing Director he had responsibility for the operation of a regional public training provider. Mr Swetman has a detailed understanding of quality assurance arrangements in the VET sector and experience in the management of a regional training provider. Mr Swetman has extensive board experience including as a member of a regional TAFE college governing council.
