The State Concession Card is provided to specific Department of Veterans’ Affairs pensioners who are not eligible for the Pensioner Concession Card.

The State Concession Card is provided to specific Department of Veterans’ Affairs (DVA) Gold Card holders who do not hold a current Commonwealth issued Pensioner Concession Card. The State Concession Card is administered under the Rates and Charges (Rebates and Deferment) Act 1992.

Holders of a State Concession Card can claim a rebate on their local government rates, water service charges and water usage charges on a property that they own and occupy. Where title belongs to a number of persons, the amount of concession provided will be on a basis of proportionate interests.

Eligibility requirements

The following categories of DVA recipients are eligible:

For those receiving DVA benefits under the Veterans Entitlement Act 1986 (VEA) 

  • Totally and Permanently Incapacitated (TPI)
  • Totally and Temporarily Incapacitated (TTI)
  • Extreme Disablement Adjustment (EDA)

For those receiving DVA benefits under the Military Rehabilitation and Compensation Act 2004 (MRCA)

  • Special Rate Disability Pension (SRDP) has been offered or deemed eligible to receive SRDP by DVA

Other eligible DVA Categories 

  • War Widows or War Widowers
  • Blinded War Pensioners
  • Tuberculosis (as determined by DVA)
  • Eligible Young Person (EYP)
  • Wholly Dependent Partner (WDP)

If you have a valid Services Australia Pensioner Concession Card (PCC) or DVA Pensioner Concession Card, you do not need to apply for the State Concession Card as you can claim the rebates through these respective cards. Examples of what these cards look like are below.

DVA Gold Cards not embossed with TPI, EDA, Dependent or War Widow are not eligible to apply. DVA members with Blinded War Pensioners, Tuberculosis or eligible for SRDP will need to provide a letter from the DVA to confirm their eligibility.

If you are only in receipt of the General Rate Disability Compensation Payment or incapacity payments from the DVA you are not eligible for the State Concession Card.
