The Council has released their Snapshot of Compliance Trends that provides a summary of compliance levels in clauses from Standard 1 of the Standards for Registered Training Organisations (RTOs) 2015. These Clauses are routinely audited by the Council and align to focus areas in the Council's Regulatory Strategy and Education Program.
Encouragingly, between 1 July 2019 and 30 June 2022 the Snapshot demonstrates:
- Compliance outcomes of RTOs at main audit has improved over time from 44% in 2019/2020 to 55% in 2020/2021 and now to 63% in 2021/2022;
- Compliance has increased in Clauses 1.1, 1.2, 1.3 and 1.13; and
- Significant increases in stakeholder participation in the TAC Education Program.
The Council attributes improvement in compliance outcomes to a number of factors including:
- Many RTOs have been registered with the Council for significant periods of time and have developed a level of understanding of the compliance requirements of the Standards;
- In the main, RTOs have embedded quality into their systems and practices by undertaking internal audit and continuous improvement activities;
- RTOs investing in the capability of their staff; and
- The increase in the number and range of offerings provided by the Council’s education program to support RTO quality.
Compliance of Clause 1.8 in 2021/2022 decreased by 5% compared to 2020/2021 and demonstrates why assessment systems and practices continue to be an area of focus for the Council in its regulatory activity and in TAC education programs.
TAC RTOs have requested information that assists their understanding of their performance and compliance relative to other RTOs. Audits are one of the tools TAC uses to monitor RTO performance against the Standards, and offer a point-in-time insight into the quality of training and assessment services being provided. This Snapshot is provided directly to TAC RTOs to aid in the evaluation of their performance and continuous improvement in their training and assessment practices.
