Welcome to the September Update

The Training Accreditation Council (Council) is pleased to announce that the amendments to the Vocational Education and Training (General) Regulations 2009 (VET Regulations) have been approved by the Government of Western Australia.

The regulatory amendments bring the Registration Standards 2025 (2025 Standards) into effect for Registered Training Organisations (RTOs) that are registered with the Council.  The VET Regulations are published on Council’s website via the Legislation page.

The commencement date is 1 October 2025, and the regulatory amendments include a three month transition period, meaning all RTOs must move to the 2025 Standards on 1 January 2026.

Transition Arrangements for the 2025 Standards

To assist with the implementation of the 2025 Standards, there is a three-month transition period beginning 1 October 2025 ending on 31 December 2025, as detailed below. During this period RTOs must continue to meet the requirements of the Standards for Registered Training Organisations 2015 (2015 Standards) and all applications will be assessed against the 2015 Standards. All RTOs must move to the 2025 Standards on 1 January 2026.


Introducing the TAC Registration Standards 2025 Hub

To support the implementation of the 2025 Standards, the Council is relaunching its online guidance hub, titled: ’Registration Standards 2025 Hub' (2025 Standards Hub) which incorporates information RTOs need to confidently implement the 2025 Standards.‘

RTOs are encouraged to familiarise themselves with the Registration Standards 2025 Hub and continue to use it as a central resource for guidance on the 2025 Standards. The 2025 Standards Hub has been designed to enable easy navigation for RTOs and key stakeholders by providing clear headings and subsections that reflect all requirements.

The Council will continue to update the Registration Standards 2025 Hub to assist RTOs in meeting their obligations under the 2025 Standards.  In the coming weeks, RTOs will be provided further information on:

  • The TAC RTO portal and other system developments, and
  • Guides and self-assessment tools for RTO application forms.

VET Quality Framework Requirements for Council Regulated RTOs

In line with the Vocational Education and Training (General) Regulation 2009 (VET Regulations), RTOs or those applying to be RTOs with the Council are required to demonstrate their ability to comply with the VET quality framework (the framework) as part of their application for registration and in maintaining registration as an RTO.

The framework includes the:

  • Registration Standards 2025 (Outcome Standards, Compliance Standards and Fit and Proper Person Requirements)
  • Australian Qualifications Framework
  • Data Provision Requirements
  • Financial Viability Assessment Guidelines for the Registration of Training Providers 2017

Each of the components of the framework are described in more detail in the VET quality framework section of the Registration Standards 2025 Hub.

Council regulated RTOs are responsible for ensuring that they meet the framework at all times. This includes where some, or all, of the services are subcontracted to other RTOs, organisations or individuals (third parties). RTOs must have effective mechanisms in place for overseeing and monitoring any third party services to ensure compliance with the VET quality framework across its operations.

Reporting Reminders

Annual Declaration - due 30 September 2025

The Council’s Annual Declaration on Compliance for the 2024/2025 financial year is now open. RTOs have until 30 September 2025 to submit the declaration.

Accredited Course Owner Survey - due 30 September 2025

The Accredited Course Owner Survey for courses accredited by the Council is now open. The purpose of this short survey is to confirm that accredited courses are being monitored and evaluated during the accreditation period as per the Course Owner’s accreditation course documents. This ensures courses remain current and relevant throughout the period of accreditation.
