A High Risk Work licence allows the licence holder to perform classes of high risk work in a workplace. This includes operating cranes, boilers, forklifts, hoists, reach stackers, reciprocating steam engines, rigging, scaffolding and turbines.
A HRWL is recognised in all states and territories of Australia. A worker does not need a HRWL if they are:
- Using the machinery for personal use on a private property
- A passenger in machinery (not operating the controls)
- Further exceptions

Submitting a new application

Before you apply
Step 1: Complete training
To apply for a HRW licence, you must complete training through an RTO.
You will then undergo an assessment by an accredited assessor on behalf of the RTO.
Once you have passed the training assessment, you will receive a Notice of Assessment. There will be two copies issued:
- a green copy, which you keep as an interim licence
- a white copy, which you will need for your application
Step 2: Gather your documents
- A copy of your fully completed white notice of assessment (NOA) issued by a Western Australian RTO in the last 60 days (for each class).
- A copy of your Statement of Attainment (for each class)
- Proof of ID ready to upload.
- A passport quality photograph ready to upload.
- Visa/Mastercard for fee payment.

Step 4:
Retain your Notice of Assessment, Statement of attainment and proof of payment as evidence that you can lawfully perform work in the relevant class(es) of high risk, pending a decision on your application.
What happens next
Licence applications typically take 4–6 weeks to process. WorkSafe will:
- Review your application and contact you by email if we need more information to process your application.
- Once granted, we will add your licence details to the Online licence search register.
- Once granted, we will post you your licence card which should arrive within 28 days.
If you submit your application within 60 days of receiving your Notice of Assessment (NOA), you can continue working until your application is granted, withdrawn or refused.
