An Impact Statement provides a point-in-time, concise summary of:

  • known and emerging impacts arising from an emergency
  • actions underway to manage impacts
  • responsible agencies and organisations managing impacts
  • emerging risks and issues requiring attention.

The State Emergency Management Committee (SEMC) approved the Impact Statement Guideline and resources on 1 October 2026. The Guideline supports the implementation of State EM Procedure 5.3 and provides practical guidance for preparing, contributing to and using Impact Statements.

The Guideline includes tailored guidance for Hazard Management Agencies, local governments and contributing agencies, along with supporting templates.
