This section provides access to the general templates used throughout the procurement process. Templates are updated regularly, so make sure that you download the current version.
Templates Announcements
The whole-of-government goods and services and community services templates are being updated in phases to reflect changes as a result of the Public Sector Reform. The first phase of template updates was published in July 2025 and focused on key contract formation templates and documents. The second phase captures the remaining contract formation templates and documents, which have been published in November 2025.
The updates reflect information available at the time of publishing, and therefore State agencies are encouraged to continue to review templates for accuracy as Public Sector Reform continues to be implemented across the sector.
The list of templates that will be updated and an overview of what has changed within each template is available on the Procurement templates changes webpage.
The Department of Treasury and Finance is also updating the Procurement Guidelines to reflect changes as a result of Public Sector Reform.
