Writing a selection report

Selection reports convey assessor recommendations and enough information about the process and how each candidate was evaluated so the delegated authority can make an informed and fair decision.

It may also be useful for future hiring managers when seeking to appoint from your selection process.

  • Demonstrate how the assessor/s used an evidence-based process to arrive at the recommendation.
  • Use your agency selection report template, however if your agency doesn’t have one, the report should include the following:
    • Details of the selection process. This includes names and positions of the assessors, the number of applications received, details of any withdrawals, how any conflicts of interest were managed, an overview of selection process, and ratings or weightings used
    • Recommendation for the delegated authority including names of any suitable candidates, remembering there is no obligation to appoint. If there are multiple suitable candidates, it can be useful to provide an overall conclusion highlighting the strengths and weaknesses of each to explain how you decided on a preferred candidate. It is not necessary to rank suitable candidates.
    • The recommendation could cover details such as changed or special hiring requirements, length of a fixed term appointment and what happens if the recommended candidate does not accept the job offer.
    • Matrices for each stage of assessment, such as screening, shortlisting and overall final assessment. These provide an overview of the assessor/s decision for each candidate and include evidence for that decision.
    • Referee reports, if gathered in the process.
    • Assessors need to sign the selection report to demonstrate consensus. In the rare case when there is no consensus about the recommendation, the dissenting assessor could attach a ‘addendum report’ to explain their position.
  • Review the selection report to check that the written assessment of each candidate is supported by the information you have gathered throughout the selection process and the ratings have been consistently applied to all candidates.
