The human resources (HR) capability framework provides key HR skills and capabilities that are critical to the function and delivery of government services. The Framework complements the public sector capability profiles and comprises:

  • HR Capability Profiles
  • Chief HR Officer (CHRO) joint success profile.

Human resource capability framework

The human resources capability framework identifies and defines seven core capabilities. These are:
  • strategic alignment
  • results driven
  • workforce capacity
  • relationship management
  • credible influence
  • professional expertise
  • culture and change management.

The human resources capability assessment template can be used by managers and employees to identify and assess capability for current and future roles.

Outlines the expectations, accountabilities and suggested experiences deemed for a CHRO (or equivalent).
