The Skills Academy

The Skills Academy is a new approach to training in the public sector that advances staff skills to drive high performance.

The Skills Academy is transforming learning and development in the Western Australian public sector, helping staff to advance the skills they need to deliver their best for Western Australians.

It is providing a comprehensive suite of 120 foundational courses to approximately 40,000 staff in 56 agencies in 2026.

Courses are tailored specifically for the WA public sector context, offering maximum benefits for staff to ensure they have the core skills and knowledge essential for a modern public sector workforce.

The first courses are being released in March 2026. Further courses will roll out progressively throughout the year.

The Skills Academy is being led and managed by the Public Sector Commission for the government and sector.

This learning map is an overview of the 12 pathways that make up The Skills Academy, helping align the capability needs and gaps of agencies with the identified performance requirements and career goals of staff. 

The pathways have been specifically curated to address the capability needs of the WA public sector workforce and are deliberately aligned to the Agency Capability Framework.

Built by the sector, for the sector

More than 150 subject matter experts from across the sector are identifying content for the courses in The Skills Academy. Specialist curriculum developers are using this content to design courses in line with how adults learn and embed new skills in their everyday work.

A new technology platform is the central destination for learners, and a dedicated service centre in Perth supports participating agencies.

How have the courses been chosen?

The courses are deliberately aligned to the Public Sector Commission’s Agency Capability Framework which sets out the areas needed for agencies to be considered high performing in the WA public sector.

The Skills Academy courses directly help agencies to skill their staff in these areas so individuals, teams and the agencies themselves can perform at their best.

When is The Skills Academy coming?

An initial 12 courses are planned for release in March 2026.

Currently, 150 subject matter experts from across the sector are working in partnership with learning specialists to develop the courses.

The Skills Academy will be fully operational by the end of 2026, delivering comprehensive learning experiences to build the skills and knowledge needed for a high performing public sector.

Which agencies are included as part of The Skills Academy?

There are 56 agencies participating in The Skills Academy for those staff primarily covered by the Public Sector Civil Service Association (PSCSA) Agreement.

How is my agency preparing for The Skills Academy?

The Skills Academy team is working closely with participating agencies to prepare for the first release of courses.

Each agency has a dedicated learning manager (or learning managers) who is leading this important initiative in their agency. The learning manager helps their agency and its staff make the most of The Skills Academy by aligning agency capability needs with staff learning opportunities.
